That is the sound of the motor being over driven. Have you added anything to the gimbal. I mostly see this if the gimbal is out of balance. Also do you have the clip installed? If not please install and retry. Again balance with these little motors is extremely important.
I am flying with the H3-2D white isolation mounts. I have no jello and my gains are set at default. Check to see that you are not having any part of the gimbal touching the Phantom.
Lastly, is your firmware up to date? If not I would upgrade everything.
I think there are 2 noises at play here. That electronic noise you hear that sounds like a sine wave after booting up the Phantom is to my knowledge, common with the H3-3D that uses the USB connection on the side. The previous H3-3D with the 30 pin back plate version is not plagued by this noise. My H3-3D (USB side connection) makes the exact same noise versus my H3-2D gimbals (I have 2 of them) don't make that noise at all.
This annoying electronic noise is introduced through the USB connection after Phantom power up and has no bearing on gimbal performance.
The second, much quieter noise that I hear in the background sounds like your gimbal motors. Like was mentioned by Tahoe Ed, balance is critical with these little motors. Make sure you have everything installed to DJI specs (no rubber bands holding GoPro to backplate, no aftermarket 3D printed parts, etc) to start your trouble shooting procedure.
